B2 - Sunday, October 14, 1984 - North Shore News THE FISHING SCENE Fish protector remains in hospital | n Tuesday, August 14, three fishery officers conducted a routine surveillance of ahe Capilano River, just below the hatchery. It was 11:30 at mght. Three individuals were observed fishing in the area. One of the fishermen was seen to catch a fish and proceed up the em- bankment to the trai! above the river. At this point one of the fishery officers, Max Tscharre from North Van- couver, came face to face with several individuals on the path. As Tscharre guarded two of the suspects, another of- ficer took chase after the one who got away. At this point one of the suspects, a Donald William Chow of Knight Street in Vancouver, began to kick Tscharre in the groin. Chow was placed under ar- rest for the assault of a fishery officer. Chow was on probation at the time for an earlier assault. The case was heard in North Vancouver court where the judge found Chow guilty and sentenced him to six months in prison. These individuals had taken in excess of 15 salmon. Tscharre remains in Lion's Gate Hospital recovering from the injuries as well as major surgery which resulted from the assault. This leaves them two officers short. They require fully experienced, highly trained officers. Fishery of- ficers from other areas ap- parently do not want to transfer to this District because they would lose their isolation pay, their cost of living would be higher, and their duties are somewhat dif- ferent. The two vacancies have existed for several mon- ths. A senior fishery officer said thathe felt they need- ed 46 officers to do an ade- quate job in this District. There are 130 officers for all of B.C. and the Yukon. Five vears ago there were 120 officers. Within the last five years the area which must be patrolled has been expanded to include the 200-mile off- shore fishing zone During their training fishery officers spend some time at the ROMP school in Regina. One of the officers said that in his class in Regina there were 32 fishery officer trainees, 17 of whom had at one time or another had a firearm pointed at them This was a_e higher percentage than the RCMP experienced. Thirty per cent of those charged with infrac- tions of the Fishery Act have had previous criminal records, while 10 per cent of those have records of criminal activity with violence. The fishery officers start at approximately $20,000 while an RCMP begins at about $28 ,000. . Some of the duties that a fishery officer 1s required to perform are the following: giving talks to school children and arranging field trips, running commercial fishery Openings, monitoring salmon escapements to the spawning grounds, clearing Streams and spotting sites for enhancement opportunities, dealing with contractors and developers to head off damage to fish habitats, ac- ting as public relauions of- ficers, arbitrating disputes between fishermen and final- ly carrying out the enforce- ment of the Fishenes Act. In so doing they must constantly be checking sports, commer- cial, and native fishermen, they must also conduct spot checks on restaurants and fish stores in order to be cer- tain thatthey are not buying illegally caught fish, and they must also be checking the commercial processors.
