West Van Mayor Derrick Humphreys, one of the most vigorous lobbyists for a variable mill rate, believes the new legislation will be passed in sufficient time to allow municipalities toset up 1983 tax year. “The existing options do not leave much room for equitable tax distribution at the local level,” he said last week. Even under a variable mill rate, however, the problem of apportioning the tax burden to everyone's satisfaction between homeowners and business is unlikely to be resolved completely. West Van and North Van District are’ predominantly residential communities with a limited business tax base, whereas North Van City has a considerably higher proportion of industrial and commercial property.
