At the Commonwealth summit in Kuala Lumpur this week, Thatcher signed a joint statement saying sanc- tions against South Africa should continue, contradicting her earlier position. But she infuriated the other 48 heads of state when only hours later she issued a statement say- ing that sanctions don’t work. She said sanctions hurt South Africa’s poor and will ruin the country’s economic structure. However, supporters of sanctions say interna- tional economic pressure is the only way to force changes to the apartheid structure. Inquiring Reporter asks: R.
