NV! Dear Editor: The new owners of the Moun- tain View Garden Apartments in the District of North Vancouver have recently increased the rents up to 37 per cent. With most of the tenants being single working mothers with children, people on low iucomes and invalids and with noafford- able vacancies in North Van- couver, you can well imagine the hardship this has created for the people concerned. To address the problem of a few commuters who speed through the park the board has voted to deny access to the park from the cause- way in the mornine and to the causeway from the park in the afternoon instead of enforcing the speed limit. I suggested that we in- vite the landlord to meet council to discuss this matter. Subsequently, a meeting took place between council, the owners and the tenants. No sooner had the representatives of the owners sat down when the mayor informed them that, under the Municipal Act, there is nothing we can do. We do not have the power to make the owners rescind the rent in- creases. After that statement any further discussion was virtually an exercise closure home from the zoo, beach or railway in the afternoon they must travel all round the park, enter Vancouver, turn around in the traffic clog in the West End and somehow enter Georgia Street. I urge you and your readers to write to the Vancouver Parks Board protesting such a stupid solution to a speeding problem and request that if the problem of speeding is acute that the speed limit be enforced. I do not agree that there is nothing we as a council can do. For one thing, we could expose such practices and strongly con- demn them in our community.
