Ao - Friday, May 18, 1984 - North Shore News GE editorial page Set B-and-B free ith the opening of Expo 86 now less than two years away it’s high time North Van City and other Lower Mainland municipalities brushed the cobwebs from their heads and legalized bed-and-break- fast operations in private homes. Otherwise, there’s no way many of the millions of Expo visitors who will flock to Greater Vancouver are going to find a roof under which to sleep. It’s ludicrous that B-and-B, as it has flourished in British resort areas for decades, should ever have been banned in the first place. In the great majority of cases there is no logical justification for designating B-and-B as a ‘‘business’’ in the accepted sense of the word. Most North Shore homes are physically incapable of accommodating more than an extra 2-4 persons at a time. Such accommodation is normally offered for a limited period only during the peak tourist months. It makes no additional demands on municipal services and has no more effect on neighbors than a household’s private guests. In return, visitors enjoying modestly priced B-and-B may be tempted to stay longer than a one-night stopover and spend more money in local stores and restaurants -- for a net gain to the community. Large-scale B-and-B operations would be a different matter, of course. But homes limited to a maximum of four visitors should be freed from all regulation -- not just for Expo but for the 1984 season. Tourist supply and demand is quite capable of ensuring adequate standards on its own without costly bureaucratic meddling in a harmless cottage industry that benefits everyone. Aside from the likely reluc- tance of the major drug chains to cooperate, Canadians are already showing they can choose wisely for themselves without being prodded by yet another Big Brother.
