PC CRITIC BLASTS BILL Crow rate bill gives coal to feds says MP TORY CRITIC of the Solicitor General Ray Hnatyshyn says B.C. will lose hundreds of billions of dollars worth of coal resources when the Crow Rate Parliament. By NIGEL HORSLEY Hnatyshyn gave the warn- ing at the annual general meeting of the North Van- couver-Burnaby Progressive Conservative Federal Riding Association Thursday night. **Do you realize that in this Bill there’s a_ little-known provision on the so-called Dominion coal blocks cover- ing 50,000 acres near Fernie which could reach 8.6 billion tons or 10 per cent of Western Canada’s coal resources?’’ Hnatyshyn asked. ‘*By this legislation it will be transferred to the jurisdic- tion of the Federal Govern- ment and the constraints on the exploitation of those coal blocks will allow the Federal legislation gets ‘‘rammed_ through’’ Treasury to receive the full benefit of the exploitation of that resource.’’ Hnatyshyn said that nor- mally under the constituuon the resourcers were owned by the provinces. ’ ‘*This legislation has the effect of turning over to the Federal Government this enormous resource in the Province of British Columbia. ‘‘There have been estimates of the value at to- day’s prices these deposits could be worth something in the vicinity of $400 billion. By the provision in_ this legislation that’s going to the Federal Treasury,’’ he continued. Hnatyshyn said he was bewildered that there had ac- tually been demonstrations in | Arrested for drugs TWO VANCOUVER men will face drug charges after they were stopped by West Vancouver police Wednesday on a routine traffic check. Rail is not included in the benefits that are to be derived by the other railways in Canada by the provisions of this legisla- tion’’ he said. He added: ‘‘The conse- quences, I suggest to you, are going to be very substantial for this province. What's go- ing to happen under the Government proposal is that they will increase the cost of moving freight to export points five-fold. ‘“*What’s going to happen when the farmers who are Strapped now in terms of cost of their operations are faced with that? ‘‘What’s going to happen if it has the effect of diminishing grain moving through the ports of Van- couver? How’s this going to affect your livelihood in Bntush Columbia? How’s it going to affect the livelihood of the people in central Canada who manufacture and produce agricultural equipment, trucks and cars to be sold in Western Canada? ‘‘Government is now put- ting forward this legislation under closure. It is now going to put a very substantial cost on the back of the western grain producer. ‘‘It is one of the most im- portant pieces of legislation for Western Canada,’’ con- tinued Hnatyshyn. He said that the Govern- ment, which has no western representation, was ramming the legislation through by closure. EATON'S HYPNOSIS How It Can Help Us by John Stokes as. a Most habits, be they good or bad, are usually started deliberately. If you think back to your first cigarette or alcoholic drink, you'll probably recall nothing excep- tionally pleasurable about the event. On the contrary, many of you, and me for that matter, probably felt like throwing up, retaining your poise solely through peer generated stoicism. There are two principal ways of breaking a habit. One is through the conscious mind — or by “Will Power’ — which does work but is often tough on the individual as well as his or her friends and farnily. The second method is by using hypnosis and by- passing the conscious mind and going straight into the subconscious Dante! Rutley, director of D Rutley & Associates. uses an analogy to explain the two habit breaking methods I've just outlined He says that tt’s rather like taking an anti bone by tablet or by tnjection Both will eventually achteve thetr purpose, but using a needle gets the penicilin into the blood stream much faster as tt doesn't have to go through the digestive tract Hypnosis allows direct communication with the sub consctous mind which is where all habit ‘programs are stored By ‘necting’ an alternative and preferable pro gram on 4 regular basis, the bad habit ts smothered tfypnosts can and ts used for many other purposes It can be used to regress people to a different period tn thetr life to find the possible root cause for such complaints as stuttering or stress related headaches, phobias and anx ties Once the individual ‘remernbers’ the tncident or in cidents that triggered the problem they've endured for so long, they may well be on thetr way to resolving it Some dentists have been using hypnosis as a total or partial substitute for chemical anesthesia tor many years Major and minor operations have been cared out in the past with the patent using only thei mined to eliminate pain as well as to help control bleeding In various pobee forces around the world officers have been trained in hypnosis not as most people imagine to elicit confesstons from rehuctant criminals but to help vic tims of a crime recall forgotten detatls such as car licence numbers or descnptions of thetr assailants Hypnosis ts used by protesstunal spurts players sales personnel students astronauts Counsellors and many others The number of possible uses are as vast as the Imagination (Doubtless in years to came it will become a universally accepted tool or atid as its full potential 1 realized and accepted by the public th general Hypnosis in conpune thon with counselling Noused atl!
