A7-Sunday News, October 19, 1980 Dear Editor: We strongly urge that Bill 45 (Family and Child Service Act) be amended at the next sesssion of the Legislature as follows: - Requisite provisions in the Act are essential to ensure that emotionally, sexually and physically abused children are handled in the most appropriate and ex- peditious manner - before actual child abuse occurs. Deep concern is felt that our solicited recom- mendations embodied in our brief concerning the White Paper (rudimentary Protes Dear Editor: B.C. Hydro’s proposed Cheekye Dunsmuir 500 kV transmission line has generated massive op- position throughout’ the province. Many people have expressed an interest in aiding those who have been actively involved im_ the protests. To all who have asked “How can I help?” I would lke to reply through your pages. In mid-August, a number of us took direct action against Hydro's construction of the project on Texada Island. This project is merely a symptoms of B.C. Hydro's Pierre Trudeau is undermining Proposal of New Family and Child Service Act copies of which were circulated three years ago) have been completely ignored by the Ministry of Human Resources in Victoria. Prince Edward Island, Manitoba, Ontario and New Brunswick have introduced admirable legislation which British Columbia should emulate in detail, for the overall handling of child abuse in its entirety, ie. (physical, emotional and sexual). Such worthy legislation as this is in direct contrast to that of British Columbia as outlined in Bill ers seek legal self-serving energy development policy. Their policy attempts to “justify” the development of this line on the basis of fabricated energy demand projections for Vancouver Island that are almost double the projections made by the B.C. Energy Commission. It is a policy that leaves us with a residue of herbicides, electro-magnetic fields, a wasteful energy mentality, flooded farmland and a general erosion of democracy in B.C. We were arrested for blocking bulidozers on Texada Island and charged with “public mischief”. Since then, the police have 45 which has the dubious distinction of being the worst legislation of its kind in British Columbia’s history. It is of vital importance that Bill 45 should include provision dealing with the prevailing lack of adequate care and domiciles for problem teenagers. Foster parents are perhaps understandably loath to undertake responsibility for their protracted care as a proportion of these un- fortunate children are not only intractable but violent and unresponsive to normal handling. They are in dire need of suitable domiciles dropped criminal charges against us and B.C. Hydro has laid “contempt of court” charges against nine people who participated in the demonstrations. These actions were contrary to a Supreme Court injunction prohibiting such demon- strations. We will go to trial on November 17, in Vancouver. Thus far, those who have been involved in these actiogs have assumed al] the costs that have been incurred. As legal defence proceeds, costs will definitely climb, making it harder to bear the burden alone. An added deplorable lack in Bill 45 is that which fails to deal with sexual abuse of children. This can be confined to the family -— which is widespread and amply proven — as well as at- tributable to outsiders such as boy friends and the lke. It is recognized by those dealing with this area of abuse that sexually molested children are loath to speak of this due to feelings of guilt and shame as well as fear of reprisal, particularly if It is chiefly through the testimony of such molested children who have attained adulthood that this type of abuse has become so widely known and recognized by authorities.
