A6-Sunday News, June 8, 1980 editorial page NEWS VIEWPOINT Questions linger The statement by the North Vancouver Recreation Commission on the Dickey af- fair, published in last Wednesday’s NEWS, still leaves three questions unanswered. The commission’s manager Grant Dickey, it will be recalled, resigned in May following the revelation that he had accepted an un- solicited gift of a TV set from a supplier company. The commission’s internal investigating committee compiled a detailed report on the matter. Commission chairman Alderman James Ball said last week’s statement is “practically the same” as the report. In that case, would it not have been more satisfactory to release the verbatim report itself? The statement says the firm in question was “recommended” to Mr. Dickey last June when the initial order for chemicals was placed with it. A pertinent question being asked by numerous people is: who was it who recommended the company? The commission indicates that no financial loss to taxpayers was incurred. It adds that “the matter did not justify a ter- mination of (Mr. Dickey’s) employment for cause, the conduct being at worst an in- discretion.” If che commission felt it had no grounds for directly firing Mr. Dickey — whose 16 years of “exemplary” service were hand- somely praised in the statement — why did Mr. Dickey nevertheless lose his job through “resignation”? Why was he not simply given a formal reprimand for what was apparently an isolated error of judgement? As long as they remain unanswered, these questions by the public will linger. .
