The idea of excluding these trans- gressions was discussed, but Coun, Diana Hutchinson argued that such items could be advertised in stor windows or an the pages of the North Shore News. “I don’t think the bylaw should be watered down,” she said. But practical difficulties ‘include catching the person in the act of post- ing and proving the connection to others “causing” the posting.
