North Vancouver From time to time | receive “plain brown envelopes” from employees of the Federal Government who want to leak information about decisions being made or activities taking place in their departments. A couple of weeks ago | received a “plain brown envelope” con- taining a 99 page internal Immigration Department report from some employ- ees of Immigration Canada. The letter which came with the report indicated {hat the employees are fed up with the way the Immigration Department is being managed. ‘THE REPORT: Last | May... more. -than’ 100. _ Citizenship and Immigration staff mem- bers working in the BC/Yukon Region participated in meetings arranged to discuss ten issues related to the (mmigration Program. Staff‘ members who could not altend were invited to provide written submissions. , ‘Participants divided into eleven groups to discuss the issues, The results of these discussions were com- bined and turned into recommenda- tions for the Minister of immigration, Hon. Sergio Marchi. . THE ISSUES | "A summary of the first four issues | .and the Conclusions reached are listed _ 1) What vision of Canada do we seek to support through the Imimigratian Program? (Keep in mind that these are Immigration employees speaking.) Eliminate _ Official Integration must be more immediate and immigrants must playa greater tole in their own integration; immigrant, population must be more. evenly shared away from the three major cen- ters which are experiencing strains on infrastructure and tolerance. Multiculturalism: . VIS 2A2 ‘Telephone: 666-0585 Fax: 666-0509 LAIN BROWN ENVELOPES #1 2) What criteria should we set for selecting immigrants in order to achleve cur social and economic objectivas? The selection process must be less dri- ven by targets and immigrants must be directed to locate for a specific time in predetermined geographical iocations. Official fanguages, suitability and edu- cation must play a greater role in selec- tion. Family class must be restricted to - spouse and dependent children. . 8) How should Canada’ meet ite humanitarian: obligations towards refugees? co Eliminate all in-Canada refugee deter- mination and do more to identify gen- uine refugees abroad. Our humanitari- an objectives have been set too high “and while we go about congratulating ourselves for our. over-exuberant acceptance of mostly bogus refugee claimants, the rest of the woild snick- ers at us for the suckers we are.” Most of the claims are not genuine and the refugee system Is a terrible burden for Canadians to bear. Moe 4) How can Canada work with other nations to deal with migration pres- sures? woe, Our In-Canada refugee process is increasing . migration ‘pressures. We should do more work abroad in support -of resettlement. ae : NEXT. WEEK. _° ‘There is not enough room in a 500 word report to give you all ten issues and the summary of conclusions so the balance will follow next week. Itis inter- esting “to. note that . Immigration ‘Department employees seem to be on the same track as the majority of the ‘population. It is now up to the Minister _of Immigration to issue the political instructions which would authorize the desperately needed changes. You could save energy and the environment.
