Alderman Erie “poop and scoop” legislation suffered a delay Monday night as North Vancouver District council decided to defer the dog dirt issue until Crist’s SPCA secretary-marfager Jack Homes can be present. Homes is on vacation. Crist wants to strengthen the existing dog control by making five changes. He wants to 1. extend the control hours from 6 a.m. to 10 p.m.; 2. prohibit dogs from, public playing fields at all times; 3. impose a $50 fine for violation of that condition; 4. rule that owners are responsible for the im- mediate removal of their dog’s excrement from any property other than their own and impose a $50 fine for violation; and 5. rule that the sole ex- ception be appropriately registred and licensed seeing eye dogs. “I'm not one of these irre- sponsible people who hates dogs — in fact, I rather love dogs,” said Crist. Christopher Westenholm was charged May 18 in connection with incidents at Princeton and Hope which occurred as Westenholm was driving to Vancouver from Penticton. He pleaded guilty in North Vancouver Provincial Court to theft under $200 and attempted theft under $200. Defence counsel Richard Ballantyne told the court that Westenholm and a friend drove Westenhoim’s Camaro up to Kelowna, intending to meet some friends there. He said the Camaro took $20 worth of gas to fill up the tank and that his friend had $50 or $60 on found the friends were not in Kelowna, Ballantyne tried to get back to Vancouver ;again. — After running out of money, he said they stole $7 worth of .gasoline in Prin- ceton hoping this would get them home but they had to put in more gas at Hope and that was where he was arrested. Despite a conviction last month for failing to provide a breath sample and resisting a police officer, Ballantyne asked the judge to consider a discharge for Westenholm. Judge J.B. Paradis granted Westenholm a conditional ‘discharge and placed him on probation for nine months on the condition that he do 25 hours commuhity work service.
