On close " # analysis, however, it is clear that virtual- ly nothing has changed, THE STRATEGY For the past year Relorm MPs have been embarrassing the Minister over problems with the immigration and tefugee processing system. Mr. Marchi f has responded with a program that uses f a lot of tough talk but has no substance. Voters are temporarily placated with strong words, while the huge “immigra- tion industry”, made up of lawyers and special interest groups, continues to feed at the “tax trough". WHAT'S IN IT? Mr. Marchi says that he cut the total number of immigrants. This is NOT true. Applications for immigration have f declined, so the 1995 levels represent | the department's best guess of how many people will want to immigrate to f Canada next year. Anyone: who would have qualified for sitry-41 1994 will still be accepted in 1995 and total numbers, at an estimated 215,000, are still way too Mr. Marchi says that he has restrict- j ed the “family class”. This is also NOT f true. The ratio of economic to family class immigrants remains unchanged, and there is a new category for “parents f and grandparents”. {tis possible that we could end up with an even greater num- ber of family reunification immigrants, § the very ones the Ministry of Finance f suggested are increasing our levels of unemployment. The correspond- ing numbers for Canada are: criminal records in Canada - 1299, possible for- eign criminal records - 419, multiple refugee claims - 217. Remember, these figures apply only to the tirst six months of 1994. Clearly Mr, Marchi's plan does noth- ing to bring the immigration and refugee process inte tine with the démands of the : public, and scandats continue to plague the department. -Immigration and Refugee Board deputy chairman, Michael Schelew, was recently suspend- ed pending an enquiry into his conduct. Last week a new appointee to the Board, Mr. inderjit Bal, resigned after’ Reform revealed his background, while unsuc- cessful federal Liberal.candidates and those ‘with referrals from high ranking Liberals are still being appointed to the IRB.
