Former WV lawyer claims
dealings in 16 countries

FORMER WEST Vancouver lawyer Gordon Hazlewood,
charged with $21 million in tax fraud, defended the legit-
imacy of his business practices in Supreme Court this
week, claiming he has multi-million dollar dealings ‘‘in 16

countries around the world.’’

Hazlewood told Mr. Justice
J.E. Hail Monday that in par-
ticular he had organized a $200
million joint venture deal with the
government of Poland that would
see the completion of all new fed-
eral hospitals in that country —
and earn Hazlewood’s company,
Howitzer Enterprises, substantial
tax write-offs.

Hazlewood, who faces charges
of operating phony joint venture
schemes in B.C. in the early
1980s, also mentioned a $100 mil-
lion German joint venture deal in
which Howitzer Enterprises would
legally profit from the deprecia-
tion of medical equipment.

Hazlewood, acting in his own
defence, has spent most of March
illustrating the extent and viability
of his company and his joint ven-
ture deals, which Revenue Canada
claims never existed.

His tria] began Jan. 28; Crown
counsel completed its case against
him during the final week of Feb-
tuary.

Revenue Canada began _in-
vestigating Hazlewood in 1985.

His alleged ‘four for one’ joi
venture deals attracted clients —
including several former NHL
players — with the promise that
their investments would be return-
ed four times over in tax losses
and refunds.

But Ottawa disallowed the re-
funds, and Revenue Canada
claims the monies Hazlewood told
clients would be used for oil and
gas exploration, a glass-washing
machine and a racquetball club

development — an estimated $1.6
million — was instead used to fi-
nance his daughter's auto leasing
company and his own business.

Hazlewood told Justice Hall
Monday that in all business trans-
actions, Howitzer Enterprises
never provided funds for joint
ventures but ‘‘arranged for funds
to flow into them. Cash is the
least of our concerns in these pro-
jects.”’

Hazlewood last week claimed
that Revenue Canada’s seizure of
his business records resulted in the
multi-million - dollar loss of
business with the Chief of State of
Ghana, West Africa, where he'd
enjoyed status as ‘financial ad-
visor’ since 1987.

He also claimed that the record
seizure has hurt his ability to de-
fend himself properly.

“I’ve been denied 99% of what
I need to put together a case.”’
