Vancouver’s Alan Dutton has been getting funds from governments and foundations for what’ turns out to be his non-existent “anti- racist” organization. *a'stormy council meeting in Non-existent, that is, in that it is not a legally incorpo- rated body, which it was rep- resented as being and which it should have been to receive the money. Dutton is execu- tive director of the pompously named Canadian Anti-Racist Education and Research — Society (CAERS). CAERS is much loved by the media, as “is Holy Alan himself, a dedi- cated Marxist to whom they run the minute anything “racist” crops up. Dutton’s group stood recently as guarantor for “money given by Toronto - Metro.Council to the nutball "Anti-Racist Action (ARA) for ‘conference, Dutton also . attended the conference. * To finance the affair ARA - ot $8,000 from the Mctro Doug Collins on the other hand agreement form and its corpo- rate number was given, John S. He is acting for Radio Station CKST in a libel action being brought against Dutton and the Jewish Western Bulletin for remarks Dutton made to that newspaper. On Saturday the Sun headline was “Feds gave shaky group $120Gs.” “A West Coast anti-racist group received more than $120,000 from the federal _ government despite ceasing to legally exist nearly two years ago,” reported Dunphy. CAERS had collected money from a wide variety of sources, and the $120,000 came from the federal secre- tary of state and the attorney general’s ministry. “The grants from the sec- retary of state’s heritage department included $55,000 in 1994, $34,000 in 1995 and $31,500 this year.” _The Heritage Department's regional representative in Vancouver was quoted as say- ing he is concerned that CAERS had “misled” his department by filing grant applications which falsely - claimed the group was incor- porated. Yes, because John Powell, B.C, Registrar of Companies, sent CAERS a registered let- ter June 3, 1994, warning that the group had filed no returns for two years and that it would be struck off “unless cause is shown to the con- trary.” The last return was filed Jan. 31, 1994. Registered societies receiv- ing official grants have to file financial returns sO that a check exists on how the money is spent. But for all the donors knew in this case the money could have been spent on parties. As I've pointed out before, the magic word for coaxing funds out of government is “anti-racism.” And Dutton has been on the “anti-racist” band- wagon for years. He used to run the B.C, Organization to Fight Racism but must have decided that “Education and Research” had a better ring to it.
