CORONER'S = INQUEST recommendations concern- ing the shooting of a North Vancouver doctor by a men- tally ill man in 1992 suggest changes in how the RCMP, Crown counsel and doctors do business. By Anna Marie D'Angelo News Reporter The five-member coroner's jury made 23 recommendations on Tuesday after a six-day inquest last month. Dr. Verne Flather, 55, was shot in the chest and killed by a North Vancouver man on April 22, 1992, in front of his East Keith Road home. David Henderson, 51, was found insane and therefore not criminally responsible for the shooting. Henderson was diagnosed suffering from paranoid schizo- phrenia with a strong persecution complex. A forensi psychiatrist diagnosed Henderson's — serious mental illness after the shooting. Inquest testimony revealed that Henderson was perceived te be mentally unstable and had exhibited violent, threatening behavior on numerous occasions over a period of more than 10 years prior to the shooting. Henderson, the inquest heard, voiced violent threats and exhibited threatening behavior to local doc- tors, social services employees and North Shore Health workers. The incidents were never reported to police, Despite Henderson's mental problems and run-ins with the law, he was able to buy wo handguns legally. Flather’s daughter, Patti Flather, who asked for an inquiry or inquest into her father’s murder earlier this year, said she felt the testiniony had answered her questions ubout how Henderson had “fallen through the cracks. “ft feel a sense of closure now that the inquest is done. PE have tried to do all T could to help the system improve,” said Pani Flathe She said the community should consider providing more structured support for mentally il residents. “LT hope people listen to these recommendations because there are other Hendersons walking around and there is going to be a point when Henderson will likely be released no matter what we do." ad Flather suid.
