A formal statement of municipal development policies has been in place since thé establishment of West Van- couver’s 1980 Official Community Plan, In 1988, council decided that the policies pertaining to devel- opable lands above the highway should be reviewed and that the Hollyburn Ridge holdings bought by the municipality should be ex- amined further. B.C. Parks is also preparing a new master plan for Cypress Pro- vincial Park. The plan will include BAL TOWN | a development plan for Cypress Bowl Recreation Ltd.’s 600- hectare lease area. While the ‘“‘green line'’ propos- ed by the GVRD generally coin- cides with the 1,200-foot limit in West Vancouver, West Van- couver’s planner of policy and development. Graham Stallard noted in his report that the green zone has a larger scope that ap- pears to include all green areas or features of regional significance. Although there is an increased interest in the importance of local creeks, they, like community parks, are considered more of a community resource than of tegional significance. According to Stallard, a com- plex situation arises when trying to classify West Vancouver’ s, green: zone lands. under ‘the categories “° provided by the GYRD because ~ some of them overlap. There is also the possibility. of creating new categories. : But Stallard advised council that the GYRD -green -zone.con- . cept is very timely, because it can provide an important perspective for West Vancouver’s own review of policies for its upper slopes.
