Edgeworth said he was denied a meaningful opportunity to be heard or present written submis- sions. Edgeworth, unable to attend the hearing because of an out-of-town commitment, sent the district a let- ter prior to the hearing outlining outstanding concerns based on in- formation published on the hear- ing notice.
