The opposition Labor Party urged restraint by the government and Palestinians to avoid a full-scale war in southern Lebanon but the state-run radio said Thursday Prime Minister Menachem Begin an- nounced the cease-fire had become “intolerable” for Israel. Palmer said he will calculate what mill rate the board would need in order to meet its estimated expenses and will then charge it to District taxpayers. North Van City, he said, has agreed to go along with his idea and do the same thing, so that the rate of 59.557 mills set by the school board will never actually appear on any tax bill in either municipality. As to whether he’s likely to run into a legal conflict with the province, Palmer says he very much doubts it. He has already put the idea to both District's solicitor and to Municipal Affairs. “It as all subject to in- terpretation,” he said. “I don’t think if is the intent of the School Act or the Municipal Act to overtax people by $1 milhon. That means the ministry will claim $1,045,769 in revenue income from the school district. REVENUE CLAIM “Since they are providing 60 per cent of the budget. they want 60 per cent of the revenue,” Berg told trustees.
