It was terrific, and I noticed people of all ages enjoying excitement. “The Black Stallion” was certainly one of the best films I’ve seen in a while. Star Wars had a “comic book” feel Another public hearing must be held on North Vancouver City’s long- awaited community plan, council was told Monday night. City solicitor Robert Orr, who was peppered by aldermen with questions on public hearing procedure for nearly an hour, said a further hearing is necessary. “I do feel strongly that you should have another public hearing. [| think it is necessary,” he said. Date of the further hearing is yet to be set but advertising for the hearing will likely specify that submissions must not be made, cither verbally or in writing, to council] members following the hearing. Orr reiterated Monday his. earlier ruling that aldermen prejudice themselves and invalidate public hearings by listening to submissions once a hearing has been declared closed. He agreed with Alderman Jo Dean's contention that the Municipal Act doesn't restrict an alderman’'s right to discuss matters with the electorate: “No,” he said, “but the courts do. If you receive anything after the public hearing, your bylaw can be overturned. You can have as many hearings as you want but eventually there comes a point where you have to cut it off,” he said. In response to questions on what council members should do if they receive mail pertaining to a public hearing subject following the hearing, Orr -suggested “Once you see the’ subject matter, put the letter back in its enveféOpe, mark it ‘not read’ and turn it in to the city clerk.” The community plan, which sets guidelines on wrat may or may not be developed on virtually every piece of land in the City, has been under preparation for over six years. Council's first public hearing on the plan was held March 4 of this year but was ruled invalid by Orr when it was learned members of council accepted § sub- missions after the hearing was adjourned. Council also learned Monday that some residents. . who may have wanted to speak at the hearing did not do so becduse of the large crowd. “I know some people came here but they saw the. huge crowd backed up outside, they just went home,” Ruth Mason of 2436 Chesterfield told council Monday.
