8 - Sunday, February 9, i992 ~ North Shore News WV Council votes against own policy on road access WEST VANCOUVER _ District Council agreed Monday night that exceptional circumstances warranted voting against its own policy and the recommendation of West Vancouver's director of operations Barry Lambert in allowing a resident on 4225 Evergreen Ave. to maintain her current driveway access onto Marine Drive. By Maureen Curtis Contributing Writer The dangers of driveway access onto the marrow and tortuous Marine Drive convinced council to adopt a policy in 1991 that allowed staff to deny access for a new or replacement house where alternate access is available. Lambert, who initiated the pol- icy, had the support of the public works committee, the district's chief police constable and the fire chief, who were all concerned abou: direct access to a winding arterial highway. On the stretch of Marine Drive adjacent to 4225 Evergreen, the sight distances for driving are rel- atively good, Lambert acknowl- edged in a memo. But Lambert had previously denied a similar request for access to Marine in the past year. WEST VANCOUVER DISTRICT COUNCIL Ald. Andy Danyliu, while sup- porting the policy, noted that the Nishi family had fived on the property for about 40 years. He said that while they wanted to replace the house, they hoped to keep the garage and driveway access onto Marine. “To change the access to Evergreen) would require the removal of an 80- to 100-year-old tree and a lot of shrubbery,”* said Danyliu. Ald. Don Griffiths argued that nothing would prevent someone from trying to back out onto Marine. “They would only do it once,” quipped Ald. Diana Hutchinson, who concluded that this was a case where the policy could be bent. Ald. Griffiths and Ald. Ron Wood were against relaxation of the policy. “We passed a resolution; we ei- ther stand by this resolution or we don’t,”’ said Wood. But Wood and Griffiths stood alone against the rest of council. Ald. Pat Boname was very con- cerned about safety problems on Marine Drive and pointed out that there are three new houses on Evergreen that might also want Marine Drive access. But she was willing to go along with the relaxation of the policy, if the protection of the tree that was mentioned could be incor- porated into the agreement.
