10 — Sunday, November 25, 1990 - North Shore News Bed and Breakfast operators disagree with City regulations A BYLAW that revamps Bed and Breakfast regulations in North Vancouver City was passed 5-1 at city council’s Monday night meeting. The new bylaw is an amend- ment to the Bed and Breakfast (B&B) business licence regulations. Changes in the new bylaw in- clude: ¢a maximum of two bedrooms per single-family home to be used for B&B; *a maximum of three bedrooms for B&B in homes listed in the city’s heritage inventory; @ and a requirement that B&B operators provide one off-street parking space per B&B bedroom. Ald. Stella Jo Dean opposed the bylaw, saying that if heritage homes are allowed three B&B bedrooms, they would need four parking spaces on their property, one for each B&B room and one for their own use. B&B operator Sue Chalmers raised the same question at a re- cent public hearing. She said that most of the city’s six B&B homes are on bus routes and their budget-conscious guests will often come without cars. They walk or take the bus for transportation, Chalmers said, so one parking spot for every two B&B bedrooms is sufficient for the needs of the guesis. Chalmers also raised concerns over the wording of the bylaw, which defines rooms as being for ‘tourists’? and requires that breakfasts be provided. She pointed out that many of her guests are not tourists, but people wanting to stay close to the hospital, or residents and visitors NORTH VANCOUVER CITY COUNCIL NMeeding temporary accommoda- tion, In addition, she said many guests don’t want breakfast, and Operators want the option of charging them fess if they skip that meal. The concerns were echoed by Donna Chalmers, who operates another city B&B. But she added that one re- quirement in the new bylaw is contrary to the provincial law that regulates the use of smoke detec- - tors. The province allows battery- Operated detectors and requires them to be placed in the hall be- tween bedrooms. But the city bylaw calls for interconnected smoke alarms located within each bedroom.
