19 — Friday, February 15, 1991~- North Shore News Deep Cove park creation plan [simmons HIDE-A-BEDS challenged by local residents A PROPOSAL to create a small neighborhood park in Deep Cove continues to create conflict over how much land should be includ- ed in the park. By Martin Millerchip Contributing Writer North Vancouver District owns 10 lots zoned for single-family res- idences (RS 4) in an area bounded by Caledonia Avenue and Kinloch Lane between Strathcona Road and Mount Seymour Parkway. In 1989 two staff reports resulted in the recommendation to develop the seven lots on Kinloch and to rezone the three lots on Caledonia to Parks, Recreation and Open Space (PRO). A delegation of focal residents argued against that decision and at a subsequent public meeting, then-mayor Marilyn Baker and district. director of development Richard Plunkett heard proposals for an interpretive nature park in- corporating all of the lots. A year’s worth of meetings be- tween Plunkett and the residents resulted in a staff proposal to rezone all the lots to PRO with the exception of the southernmost of the three lots on Caledonia (Lot 5). At the public heating of that rezoning bylaw on Tuesday night most of the residents who spoke praised Plunkett for his involve- ment in the process, but they con- tinued to press for the inclusion of Lot 5 in the proposed park. Joan Hunting presented a peti- tion from all but one household on Caledonia opposing the devel- opment of Lot 5 and said, “This lot is not only access to the rest of the park, it forms an integral part of the green belt area. It has a large portion of the open area where kids can play.’’ Carl Hallson,* another Caledonia resident, pointed out that the two lots proposed for PRO on Caledonia are on steeply contoured land with slopes in ex- cess of 30 degrees. “This choice (Lot 5’s develop- ment) is made only on an eco- nomical basis, it has nothing to do with its value as a PRO space,’’ said Hallson. Said Plunkett, ‘‘We will be recommending that the lot (Lot 5) not be put up for sale until such time as the parks plan in the area is complete. Part of the require- ment of that plan will be to make sure and to guarantee that ada- quate access will be provided in one form or another for the peo- ple from Caledonia into that park area." Plunkett also promised guidelines on the development of Lot 5 with regard to a building envelope, the size of any house and the retention of the mature trees. ‘*We will not sell that lot unless we have those guarantees,’’ said Plunkett. Bill Blakely urged council to **be wary about what they are be- ing told will work out just great. “It's just obvious that Lot 5 must be included (in the park). This isn’t a rubber lot. You can only do so much in 50 feet of width.”” Blakely also challenged the perception that the long negotia- tion process with the residents was democratic. Blakely maintained that the proposal should have been sent to the Advisory Planning Commis- sion and the Parks Advisory Committee in order to gain some perspective as to where the pro- posed park fits into the total system.
