After a prod from Kim Camp- bell they’re meeting again next _ week to un-vote it. Even if they do, of course, it still won’t excuse their gall in trying to rob us tax- payers of another $624,000 a year. Let’s not get so blind mad, how- ever, that we shoot ourselves in the foot. The truth is that we NEED a Senate. Not this one, for sure. But a democratically constituted se- - cond chamber is the only way to protect ourselves from five-year . ’ prime ministerial dictators and a House of Commons where three out.of five MPs hail from Gntario and Quebec. Americans, Germans and Australians, among others, view their own properly functioning Senate or second chamber as ab- solutely vital to democratic gov- ernment. By contrast, Canada’s present, pathetic Senate functions IM- PROPERLY in every way. But - it’s we who'll lose if we,simply. throw out the baby with the bath water. fo, For obvious reasons Central Canada fights stubbornly against . the only realistic solution — a reformed Triple-E Senate. Between them, Ontario and Quebec with 62% of Canada’s population elect 59% of its MPs. Fair enough under the Commons election system of ‘‘rep by pep.” * But it’s grossly unfair that 48% of the Senate seats are also held by those two provinces. . The whole purpose of a Senate or.‘‘upper house’? is to represent equally all provinces or states as a counterbalance to the rep-by-pop of the lower house. So basically the Canadian Senate should consist of, say, 10 senators for each province -~ with Prince Edward Island equal to | Ontario, just as California and Rhode Island each have the same number of senators in the U.S. Senate. j ; Clearly, they should be elected — just like MPs — by the pro- vinces they represent, and for set terms. The appointment of senators until age 75 by the prime minister ‘of the day is the worst abomination of all in our present system. ve ; And finally, of course, the third ‘E’ — effective powers.
