THE City of North
Vancouver is looking at
creating a policy that
will revoke a business
licence if cigarettes are
sold to anyone under
age.

when a business is shown to
be selling cigarettes to under
age persons.”

Fearnley said that in a
recent compliance check com-
pleted by the North Shore
Health Region, 21 of 46
shops in the city sold ciga-
rettes to a person under the
age of 19.

The | North Shore Health
Region hired a youth to find
out if stores were willing to
sell cigarettes to under age
persons and it turns out, it’s
uot a hard thing to do,” he
said.

“This is a serious problem

we should be dealing with.”

More than 50% of cigarette
smokers die from smoking-
related diseases, Fearnley said.

During debate, Coun.
Darrell Mussatto said that
although this is a positive step
towards eliminating smoking
in the city’s public places, he
was concerned that checks be
done with the guidance of the
RCMP and not done to

“entrap” businesses.

Coun. Barbara Perrault
said that if the city intends to
direct pubs and restaurants to
be smoke-free then maybe it
should ban selling cigarcttes
in the city as well.

after her white Hyundai collided with a van near East Keith
Road and St. Andrews. The woman was charged with failing to
yield after a stop sign and not having a valid driver's licence.

Meanwhile council is
deferring a motion to adopt a
no-smoking bylaw — which
would phase in a 100% ban by
the vear 2000 — until May
11, 1998, so that all members
of council can be present.

On March 2, council
voted 4-3 for staff to proceed
with the development of a
bylaw to completely ban
smoking in all public places by
July 1, 1998.
