Federal Minister of Fisheries Fred Mifflin recently announced a plan to cut B.C.’s commerciai fish- ing fleet. The stated intent of the plan is to help the conserva- tion of the West Coast salmon stocks. The plan would see the reduction the fleet's catch- ing capacity by 50%. An $80 million buy-back fund will help fishermen leave the industry voluntari- ly. The plan is intended to come into effect on May 10. A inceting April [5 saw a coalition of Local 1 mem- bers of the United Fishermen and Allied Workers Union (UFAWU) and envirenmentalists from organizations that included the Sierra Club of B.C. and Greenpeace Canada urge council to support a made- in-B.C. plan. UFAWU representative Duncan Shields said the effect of Mifflin’s plan will be severe in smal! coastal communities but would also tipple throughout the province. The delegation argued that the chief cause of declining salmon runs is habitat loss that has been ignored for years. Meanwhile, Mifflin is cutting support for conserva- tion, enhancement and habi- tal protection programs. Shields also claimed that the so-called “stacking” of licences (whereby boats will be able to buy licences for more than one catch area) will increase investment and operating costs for the small, independent fisher- men. This, said Shields, will ultimately price them out of the water, The fishery would be concentrated in the hands of fewer high-tech boats that would still land the same amount of salmon. According to Georgia Strait. Alliance executive director Laurie MacBride such measures will only result in the illusion of a conservation strategy. MacBride and others also note that the plan does not speak to the problem of Alaskans over-fishing Canadian salmon. Council voted to agree to support a made-in-B.C. fi sh- cries plan.
