politicians see no pay raise THERE WILL be no pay increase for North Vancouver District mayor and council this year, NORTH VANCOUVER DISTRICT COUNCIL By Martin Millerchip Council's in-camera decision was noted in the minutes of the April 25 meeting but there was ag debate and no release of the Council Indemnities Task Force Report, which recommended retaining the 1993 pay scale. : However, the report obtained by the News concludes that mayor and council are currently being com- pensated at approximately $5,000 above the rate that was last recom- mended by a citizens’ conunittee in 1988. The [993 indemmnities were: $59,430 for mayor, and $19,810 for councillors. But the report also states, “The existing indemnities compare appropriately with those in other Lower Mainland municipalities.” Strictly speaking, an indemnity is not a wage, because the hours and workload of the jab in question are ill-defined, The Afunicipal Act determines that one-third of the indemnity is tax-free in compensa- tion for focal expenses incurred. Council asked the mayor to establish a citizens’ task furce in February to review the existing indeinnities. The district last created stich a task force in 1988 under the chair manship of Peter Jones. The Jones ‘Task Force estab- lished a formula that adjusted the mayor's indemnity according to leading economic indicators and population base. The “job content adjustment” suggested 4 2% inerease for every 10% rise in population. Aldermen at the tinie were to receive 27% of the mayor's indem- nity. The report of this year’s task force, under the chairmanship of John Ellis, points out that “there is a significant difference between the actual rates of compensation and that expected by the applica- tion of the Jones formula.” Ifthe Jones formula had been follawed, the mayor's 1993 indem- nity would have been $4,749 fess, while councillors would have been receiving $5,046 less, The report also states: “As the median size municipality (in the Lower Maintand), North Vancouver District has its mayor and councillor indemnities higher than the group averige and the group median.” But when considering work- load, the report said, “we would quickly conclude that council is underpaid.” CR Ca REE RE 4° OFF ANY NEW f VIDEO RELEASE, SNES, GENESIS & LASER * Offer expires June 15/94 #& Mon.-Thurs. i . * Not valid with any other offer ¢ A (WITH THIS AD) ALL VIDEO TRANSFERRING HOME MOVIE SUPER 8 & 8 MM, SLIDES & , .
