a = A REQUEST to council to re-landscape the yard of Rent-A-Wreck to allow for more parking, alerted North Vancouver City staff to a business running _ illegally with an improper parking situation. BARRETT FISHER But council voted 4-3 against asking Peter Findlay of Bevken Investments, who owns the franchise for Rent-A-Wreck, to appear before council to show cause for why his application for a business licence shouid not be refused. Upon investigating prop- erty owner Emile Alberni’s request to change the land- scaping on his property to allow for 25 on-site parking spots for his tenants, City staff discovered tenant Rent-A-Wreck was operating without the necessary business licence, which it has now applied for. Staff determined that the site of Rent-A-Wreck must offer a minimum of 15 on- site parking spots, versus the present 13, to adhere to the City’s zoning bylaw. The 25 parking-stall pro- posal by the property owner would satisfy this require- ment, but City staff express- ed concern about neighbor- ing businesses to Rent-A- Wreck — Econo Muffler and Radman — because all three businesses are oriented towards automotive service and repair and require con- tinual traffic. Residents and businesses in the vicinity of the site have complained that Rent-A-Wreck has been us- ing street parking for some of its 31 vehicles, staff said. icence rectified In a recommendation to council, City business licence inspector F. Caouette said, “Since all three businesses have a high turnover of vehicles through their premises, the actual need for parking is much higher than can be provided on this site.” 156 W. 3rd North Van. 980-1665 Cacuette therefore recommended that although Rent-A-Wreck conforms to the area’s zoning, and could adhere to the required park- ing, ‘the needs as generated by the applicant are such that this site could never provide sufficient parking."’ .
