A7 - Wednesday, May 23, 1984 - North Shore News ES mailbox (>< | Kaplan must act quickly on paroles Dear Editor When four-time murderer ‘“*Strangler Bill?’ Boden escaped the custody of his escort at the Kon-Tiki Restaurant May 4th, the Canadian public was once again served a shining exam- ple of Corrections Canada in action. Having killed our women twelve years ago, one might have reasonably assumed thay Boden would have been carefully locked away for a long and secure time. Nor- mal, ordinary people think this way, but not those pro- fessionals who are em- powered to hand out the day passes such as the one Strangler Bill received. Solicitor General Robert Kaplan has a right to be in- censed and humiliated over this latest parole debate. It throws back into his face his continuing assertions that the system of early release for criminals in Canada is a good ICBC not to blame Dear Editor: 1 should like to correct a headline that appeared in the May 16th issue of the North Shore News. The headline stated: ‘‘City Alderman Hit 1.C.B.C."’, and, under my _ picture alongside, ‘‘Alderman Frank Marcino upset with 1.C.B.cC.”" The fact is that my resolution, to be submitted to the Union of B.C. Municipalities, was to try to prevent the Minister in charge of 1.C.B.C. from selling the Genertal In- surance portion of [.C.B.C. The Provincial Government is the villain -- not 1.C.B.C. Frank Marcino Alderman, City of North Vancouver N. Van ‘atrocities’ Dear Editor: In the past month two atrocities have taken place in North Vancouver. Number one is the carnage in Lynn Valley, by the Upper Levels Highway, where a_ forest section was indiscriminately de-treed. Not a single tree was left on this proposed housing site. It makes me sick. Number two atrocity 1s the repainting of the orange SeaBuses. Is this” really necessary? How is. one supposed to see them in the fog or from the air? What a waste of money. This not only makes me sick, it makes me feel ashamed. Mr. Kaplan is also for- tunate that Boden was ap- prehended within 36 hours of his escape, and that no fur- ther criminal actions were at- tributed to him during his short interval, especially when the Parole Board, less thn a year ago, predicted that he could kill again if given parole. However, federal prison officials felt otherwise and had Boden reverted to his former violent activities against women, it could well have meant the shake-up that the justice system in Canada has long demonstated it re- quires. The call by Conser- vative justice critic Allan Lawrence for a complete review of policy concerning all forms of early peniten- tiary release, is one that should be undertaken by Mr. Kaplan immediately. There have been too many of these ‘‘accidents’’ in the past, and too much violence brought against a_ long- suffering public, for this par- ticular incident to be written off as one more error in a chain of horrendous proportions.
