Black Sheep fails second bid for pub THE BLACK Sheep Restaurant will not be allowed to apply to Victoria to become a neighborhood pub, North Vancouver City council reaffirmed Monday night. Council had previously re- jected a request from the Black Sheep for pre- clearance for a pub. (Applicants for a neighborhood pub must get the local municipal govern- ment to state that it has no objections before they can apply for approval from the B.C. Liquor Board.) The reaffirmation of a decision came because only four council members had been present at the first meeting, and the owners of the Black Sheep had felt that democracy hadn't been pro- perly served by not having more council members. R.W. George, president of the company that owns the Black Sheep, told council that many residents of the area around the restaurant at 121 East 12th Street wondered why it didn’t become a neighborhood pub. He said gourmet restaurants, which is what the Black Sheep started as, do not do well in today’s economy, whereas pubs are in demand. “Pm trying to push a Pioneer passes FRED MITCHELL, who spent 72 years on the North Shore and was well-known along the water- front and in sports circles, has died at the age of 81. Born in Preston, England, on April 4, 1902, Mitchell first came to North Van- couver in 1911. He attended Central and Queen Mary Schools before serving his apprenticeship at Wallace Shipyard and sailing as a marine engineer for Im- perial Oil. Mitchell went on to become an engineer on #4 North Vancouver ferries and was a partner with Harbor Navigation from 1937 to 1960. He ended his career serving as Chief engineer for the Malibu Princess until his retirement in 1972. As well as his work on the waterfront, Mitchell was well-known in sports circles for his involvement in soccer and trap and skeet-shooting. He was a respected member of both the North Shore Skeet Club and the Van- couver Trap and Skeet Clubs and travelled extensively for shooting competitions.
