Council defeats motion to stratify duplexes NORTH VANCOUVER CITY Council recently rejected duplex stratification, despite support for the idea from city staff and some members of council. By Pamela Lang Contributing Writer The city has had a moratorium on stratification of ali rental units — when tlie vacancy rate is below 4% — since Jan. 15, 1990. A previous moratorium, passed Oct. 30, 1989, applied only to buildings with three or more units. But with recent increases in city vacancy rates, the owners of 226- 228 East Third St. have applied twice to have their duplex stratified. After che initial request in December 1990, city planning technician Neil Spicer recom- mended that council revert to the 1989 moratorium. But council took no action at the time, receiving ani filing the report. After a second request last month, staff again brought the matter fo councii’s attention, this time making no recommendation. “Despite the number of rentals in the North Shore News, the vacancy rate is 0.5%,’ Ald. Bill Bell said. He denounced the figures quoted by owners Mike and Mar- jerie Maddigan as proof that the *“‘vacancy rates are high at this time.” Opposing a motion to rescind the January 1990 moratorium, Bell said that when council members make a policy they should intend to live up to it. While that policy is unfortunate tor the Maddigans, he said it is NORTH VANCOUVER CITY COUNCIL fortunate for city renters. But Ald. Barbara Perrault said she did not see that there would be a significant impact on renters if the motion was passed. Duplexes, she said, are ‘‘not NORTH VANCOUVER City Ald. Stella Jo Dean, who made the motion to rescind. When the original moratorium on stratification of duplexes was passed, she said that there was vas Very fiule rental space in the city, but things have now loosened up. Council defeated Dean's mo- tion.
