The commission is seeking to determine whether Magark vio- lated RCMP policy by carrying the wrong weapon and whether he used excessive force. The complainant is Vancouver lawyer Cameron Ward, In a written statement to the commission, Ward said he is concerned about civil liberties. On Monday, Magark said the police policy on handguns is only a guideline to him. There are grey areas, he said. But on Tuesday, RCMP Supt.
