Candidate Larry Whaley,
a resident of Nanaimo, said
he decided to run in
Capilano as a result of his
experience as a debt
counsellor with the Ministry
of Consumer and Corporate
Affairs. He said he witness-
ed people having extreme fi-

nancial difficulties, because
they were ‘‘abandoned by
the government to the finan-
cial institutions.’’
