A6 - Sunday, September 30, 1984 - North Shore News EEE editorial pag c Ask EVERYONE! he proposed expansion of the Stanley Park Aquarium should not be decided solely by the Vancouver Parks Board nor even by City voters. The Aquarium is undoubtedly one of our supreme attractions for residents and tourists alike. lt has made a massive contribution to public understanding and appreciation of marine life and those magnificent creatures, the whales---for whose wellbeing the new whale pool is specifically planned. No new buildings are involved and the expansion will occupy only an additional 1.29 acres of little used ground with virtually no effect on pic- nic facilities in the Lumberman’s Arch area. At public meetings to date large numbers of Vancouver citizens have supported the pro- ject. Others have opposed. Stanley Park, however, does not belong merely to the City of Vancouver, its manag- er. In the true sense it belongs to the entire Lower Mainland, whose population i8 over three times greater than the City’s alone. Moreover, capital expansion of the Aquarium is funded by all three levels of government, which makes the issue the pro- per business of every Lower Mainland tax- payer. We suggest, therefore, that the heat should be taken off the City and its Parks Board by putting the Aquarium expansion to an in- formation plebiscite this November in “EVERY Lower Mainland municipality from Coquitlam and the North Shore to Surrey and Delta---not just in the City itself. Only that way can the wishes of the hundreds of thousands of Greater Vancouverites who cherish and use the park’s priceless amenities year-round be made to prevail. Coming to roost orth Van council’s proposed solution to the chicken war seems a classic case of ‘‘Do as I say, not as I do’’. They plan to legalize — by rezoning — their hens at Maplewood Farm (in a residential zone) but not the hens at Mr. Ted Wouters’ home (also in a residential zone). This raises the in- teresting question of when a residential zone is not a residential zone and suggests caution. Once you open a can of poultry like that, you can never be sure when the contents will come home to roost. West Van store manager Dave Hare and Mayor Derrick Hum- phreys with cheque presented to & ELCOME BOOST for a little ‘‘luxury"’ project dear to the heart of West Van council has come from the municipality's latest corner grocery. Until two years ago West Van had never got around to registering its handsome blue-white-gold coat of arms, designed in 1936 by Albert E. Bibbs, with England’s Royal College of Arms. In the Queen’s realms this formality makes the dif- ference between a real coat of arms and just another pretty drawing. It also has dollar yatue, as they discovered some time back when a company wanting to sell plates bearing the West Van insigma found that was a no-no until the thing was rendered respectable with Letters Patent from London. s These can take as long as four years to obtain. First comes the painstaking job of ensuring every detail of the design conforms to correct heraldic principles = After that, approval by the karl Marshal (Her Majesty's head honcho in all matters at monal) Then up to 18 mon ths to prepare the magnifi cent hand painted and tet tered crest on parchment West Van finally started the process in 1982, helped by Bc 's Dr. Conrad Swan, the only ( anadian ever ap pointed to the College of Arms, and hopes to have the I ctters Patent in tame for the munictpaltty s 7$eh birthday in 1987) ALL of which, of Course. something more than a day's wages tor the village signweiter The story came to the cars of the 7-Eleven chain which had just) opened its first West Van convenience store COSTS IMPERIAL VISEFOR North American at 14th and Marine. And that’s how last Tuesday found Terry Cashin, 7-Eleven’s B.C. operations manager, presenting a cheque for $1,000 to Mayor Derrick Humphreys to help with the College of Arms bill.
