In the letter to the premier, Payne says that as “the new Court House will be built in the middle of what is a large recreation complex, the Commission respectfully requests that cansideration be given to an alternative site.” City council refused to give the commission the support it asked for in its bid to move the court house from 23rd and St. George's Avenuc. Alderman Stella Jo Dean agreed, adding she would have preferred to see the court house located on the present City Hall parking site.
