Pump-out station still promised Marcie Good Contributing Writer A deal involving the exchange of public waterfront land for a picnic area in the woods should have been better advertised, says the chair of the Waterfront Task Force. Maureen Bragg was relieved to find out at the Feb. 21 North Vancouver District council meeting that the land exchange proposal by two waterfront: property owners had been withdrawn. But at the mecting, she told Mayor Don Bell that the owners of public land have a right to know when such deals are being discussed. “What infuriates me is that if I hadn't been on the balt | wouldn’t have known any- thing about it,” she said, pointing out that the land exchange was described in the district’s agenda in Sunday's North Shore News as “Sevcove Marina Development Issues.” “This was net a ‘develop: ment issue,’ this was a swap of publicly owned waterfront land for a clearing in the woods,” she said. “We have lots of clearings in the forest in North Vancouver, but we don’t have lots of water- front.” The proposal, put forth by Seycove Marina owner Rick Barbieri and Colin Beedie of Panorama Drive, would have prohibited public access to a six-metre-wide road allowance = adjacent — to Barbieri’s residence at 2882 Panorama Dr. In return, Barbieri was to provide a cleared area above Seycove Marina for public use and to install a sewage pump-out sta- tion for boaters in Deep Cove. Many people in Deep Cove have an emotional inter- est in this property because of its long and contentious his- tory. According to subdivision law, a 20-metre-wide road allowance must be provided when subdivided land borders on a body of water, at inter- vals not greater than 200m. The former owner of Seyeove Marina, Mr. Kim, requested on Oct. 25, 1995 that the public access to the road allowance next to his property be removed. Despite protest by the Deep Cove Community Association, council agreed. The associa- tion successfully petitioned the provincial Ministry of Transportation and Highways to decline the request to elini- inate the public right-of-way. The 20-metre requirement, however, was reduced to six metres. The former owner had also constructed a wall, preventing public access to the water. The Waterfront. Task Force has petitioned council several times to require the owner to remove the barrier, but it remains.
