Cuthbert said he wants the two areas border- ing Cove Forest to be preserved because they offer easily accessible hiking and are commonly assumed to be part of Cove Forest. Cuthbert's motions come on the heels of heat- ed debate that saw the council agree to preserve the two urban reserves, which were earmarked for residential development. The public wanted the areas he’s trying to pre- serve to be included in that process, he said. “It's unfinished business that has to be com- pleted,” he’said. Cuthbert said a five-hectare (11-acre) parcel bordering the southeast of Cove Forest provides a well-used trail linking Deep Cove to Quarry Rock and access to the famous Baden-Powell trail.
