give any road-user a margin
of safety far beyond that of
the average driver,”
Richardson said. “The
licencing standards in this
province do not ensure
anything but a minimal level
of competence and even
experienced drivers have to
learn by gostly or even fatal
mistakes.”

Richardson’ said the
Council's motorcycle
training program has
provided a mode! course for
training vehicle-users. “We
consider it to be the most
highly successful training
program for new _ riders
anywhere in Canada,” he
said. “Our emphasis in this
course has been hands-on
techniques, first on the
Centre's driving range at our
Boundary Bay location and
then in traffic under
supervision. We now offer
an advanced course for the
experienced motorcycle
rider, as well.”
