Ernie Crist, executive member of the North Shore Tenants Asscciation said that, although the decrease is welcome and does away with ‘a blatant injustice, tenants would have liked to see a more discriminating attitude towards landlords. On the other hand, we _ cannot condone the existing short- comings of the present a —_ actr-up. ‘““‘What we would like to see,’’ continued Crist, ’’and what we have advocated for a long time is the setting up of a municipal board of appeal consisting of a representative, a tenant rep- resentative and a_ neutral party provided by the muni- cipality, which would deal with rent increases in a more discriminating manner.
