That is the attitude of “Pm vot responsible.” Mr, Lautens paid for one hour of parking and then parked for almost an hour and a half. At any ume Mr. Lautens could have gone back to his car and paid tor more time, but he didn’r. The fact thar he forgor about the car does- mt enter into it. So what? That's lite. How was Imperial te know that he would only be 27 minutes more than he had paid for? And if they did know, why should it matter? They own the lot and have the legal right to charge what they want. Mr. Lautens has the right to park somewhere else if he thinks the rates and/or fines are too high. Opponents of active play- ing fields are quick to sug- gest added user fees for com- munity sport groups. They contend that this somehow removes an unfair financial burden ic tax- payers, Perhaps this is because they do not associate costs with much larger areas of passive parks and trails that are accessible without fees, including municipal parks such as Lynn Canyon or Waterfront, and also regional (GVRD), provincial and fed- eral parks funded by taxpay- ers. These parks are not exact- ly managed by bears and- maintained by squirrels. To be truly equitable, user fees would be applicable to all classes of parks. But that means more layers of bureaucracy to develop fee structures, user permits and Pprucesses to collect those revenues, along with policing for enforcement and fines to ensure compliance. Perhaps they do not see that schools have shifted resources so that most physi- cal and social development of youth through team sports is now in the domain of com- munity volunteers. Or that a focus on recreational rather than competitive levels has significantly increased the participation in team sports in all age groups — male and female. [It is. called “Participaction.” Playing fields should be viewed in light of added value to community wellness, health care, and youth devel- opment. User fees may erase years of community effort to meet these needs. David B.
