Colin Greer, the city’s land agent, maintains that isn’t so, and as a result the city did not consult either the federal Department of Fisheries and Oceans or the provincial : Ministry of Environment in relation to the creek issue. However, Karen Milne, a North Vancouver fish habitat enthusiast, disagrees. Miine maintains that the Canadian land development guidelines state that a fish sensitive zone — 30 metres in most cases — is measured from the top of the bank, not the edge cf the creek. . “It's unfortunate in this case because it’s a worth- while facility,” said Milne. Although there will be no further amalgamations of health care ‘agencies with the North Shore Health Board during the review, : _ there is still much work to be done. With the three amalgamation ‘agreements in place, it was possible to delete two senior administrative :. Providing more community-based health care services that decrease the need for hospital and institutional . care is a top priority for the Nerth Shore Health Board. Starting in May of 1994; special one-time funding was available under the Ministry of Health's Closer To Home initiative to facilitate the transition of services from the hospital to the community, -- ‘and over the past two years 12 - Closer To Home’ programs have been introduced on the North Shore. -: A review process ‘was initiated last year by the North Shore Health.
