BILL BELL WEST Vancouver homeowner taxpayers will be getting a break in their school taxes for a second year in a row as trustees passed a $18,759,101 budget for 1983, down $766,728 from 1982. After the homeowners’ grant is applied, the average taxpayer can expect a $60 reduction. Trustees passed the budget Monday to meet the May 17 deadline, despite not knowing what the eventual outcome of teacher salary negotiations would be. Nor do they know if they will be given permission from the Ministry of Education to close five schools in the district. “We do not know what the salanes will be next year... do not know what the configuration of schools will be,” said school board chairman Norm Alban. “This budget does not as yet represent: an operating plan to the District,” Alban said. Talking to the News reporter during the regular meeting, trustee Margot Furk said, “We have reduced our budget by a substantial amount and you can point your finger at the Municipalities, not the board, for rising taxes.” Because of the uncertainty of the budget expenditure plan, Furk received assurance that any surplus would be forwarded to the next year’s budget. Despite the decrease in taxes, the mill rate will increase to 34.7 from 28.9. This comes as a result of falling assessed values in West Vancouver, dropping from $218 million in 1982 to $217 in 1983. Local taxpayers should be pleased with the budget, as the amount raised locally for schools has dropped from a high of $18 million two years ago to $7.5 million this year.
