Dear Editor:

The premier says he cannot
wrestle with the provincial debt
until the economy has regained its
feet. This means a healthy diversity
of profitable industries and an
employed workforce.

Our North Shore shipbuilding
industry is an indication that this
needed recovery is in perilous
shape. The industry is an impor-
tant part of aa integrated
manufacturing” program of  sec-
ondary contracts as well as
substantial employment.

B.C. shipyards have lost 2,000
jobs since 1982, according to the
Greater Vancouver coalition on
shipbuilding.

Ottawa is agonizing over awar-
ding the coniract for the Polar 8
class icebreaker. It represents a
wage package of $180 million —
900 jobs over four years — plus
an even greater amount in subcon-
tracts and materials.

Versatile Pacific, one of the
original bidders for the contract,
says it will employ less than 10 per
cent of its former 3,000 workers by
next year.

How long can our shipbuilding
industry remain in this condition
before it loses its capacity to res-
pond to future contracts?

Ottawa wants to review some of
the design requirements for the
icebreakers, hoping to reduce
costs. A new tender call will take

over a year. Surely these cost sav-°

ing changes could be negotiated
with the low bidder. Further long
delays threaten the economic wel}
being of this important local in-
dustry.

The provincial governent must
impress upon Ottawa the need for
this contract - here and now. This
need is clearly recognized by the
local mayors and the GVRD.
