In addition, the name of one of the aldermen who will be hearing the delegation tomorrow — Alderman Stella Jo Dean — is also on the bref. The opponents are also pressing for action at the federal and provincial levels and for court action from local and regional prosecutors. Provincial legislation defines pornography as being bestiality, depiction of child sex or sex coupled with violence. ~ Onginal movies of hard- core sex are banned in Canada under Customs law but provincial law allows videotaped copies of such movies to be sold. Five video tapes from Red Hot Video have been viewed by North Van RCMP and prosecution staff as a result of the complaints. Of these, Crown counsel Don Celle said two titles — Young and Abused and Expensive Taste -— may contravene the provincial guidelines. Other films, showing supposed incest and women in chains being beaten were considered unlikely to be actionable in court, ac- cording to Celle. VIOLENCE Jancis Andrews, a member of West Van United Church who is acting as corresponding secretary for the concerned citizens, says the campaign has nothing to do with the fact that the films are sexually explicit. The concern, she says, arises from the films depicting rape and violence as a turn-on. She cites studies and statistics which indicate such films can lead to increases in rape and sexual violence. Authorities which would act against Red Hot Video express concerns about the presence of the store but have so far shown caution in respondiing, uncertain whether any preventative action they were to take might be overturned by a higher level of the law. The feeling expressed is that the matter should be dealt with provincially, especially as Red Hot Video stores are in Vancouver and other municipalities. Local Crown Counsel Celle says he left it to the RCMP to “suggest” to the store manager “it might be wiser if they did not stock these things” — Young and Abused and Expensive Taste. As for prosecution, Celle doubts it. “I haven't really = for- mulated all my reasoning or a final decision on this,” he : : ae a5) F (ws, says. Asked what would happen if the store continued at some time to sell those titles, Celle responds: “I would as soon deal with that one if the situaton arises.” He is not enthusiastic about prosecution from only one municipality. “It doesn't seem correct for a person to be prosecuted for one thing in North Vancouver for something he is allowed to get away with in other areas. “I would like to look at taking a united and coor- dinated approach to the whole thing.” DOUBTS City Mayor Jack Loucks shares the view and ex- presses doubt over removing Red Hot’s business licence without having the decision ruled out of order by the courts, although his staff is looking at the matter. He questions the justification of using taxpayer money to defend such a court action. Loucks has already had a lengthy meeting with about a dozen of the store’s op ponents and has suggested that one approach might be to present a resolution to the Union of B.C. Municipalities to request that provincial pornography law be tightened. Tomorrow's delegation will ask council to take resolutions to the UBCM urging the attorney-general to ban the sale of all “hard- core pornography” matenal and broaden the scope of the present provincial definition of pornography. It also wants the attorney general to close the loophole allowing the sale of hardcore video tapes while movies are illegal. Loucks says Red Hot’s business licence was ap- proved without reference to council. “Quite frankly I wish we had the power to deny them a licence,” he says. “I didn’t know about it until after the fact.” He says he doesn’t want to Start imposing censorship since he suspects such movies rather than being a cause of moral decay are a symptom of it. “T don't think council are happy about having something like that (Red Hot Video) in the community.” he says. “It just happened — and I would hope something can be done about it. We are not ignoring it.” Loucks says he considers the provincial loophole authorizing hardcore video tapes is “utterly ridiculous” but adds: “I don't think I am going to lead a crusade as we have other things to concern ourselves with.” Funding for detox centre ALTERNATIVES, the North Vancouver centre for treatment of alcoholism and drug abuse, is receiving $140,949 funding for the year from the provincial Health ministry.
