GS mails o x ee Hollyburn Hill stories ‘sleazy’ Dear Editor: After a series of articles, all of which manage to convey there is some kind of sleaze and dirty tricks in my work on behalf of Hollyburn Hill property owners, I am finally moved to _ protest what is in fact sleazy journalism. I have issued no “threat” to West Vancouver municipal council. In discussion with your reporter, I simply outlined the statutory recourse from building inspector, to board of variance, to minister of municipal affairs — in cases like the present, where a municipality refuses building permits to existing sub- divided lots. In my first proposal with respect to Holltyburn Hill I pointed out that, in con- formity with new GVRD zoning (ORP) now in place, the existing subdivision of District Lot 1123 could be expanded to include the private property of the adjoining district lot so as to round out a_ recreational planned unit development. The term PUD is used in the GVRD-ORP to indicate harmonious integration of the terrain. It has nothing to do with supermarkets, airports, racetracks, and all the other possibilities, which the News keeps conjuring up by harping on the word “development” and “developer”. With respect to District Lot 1123, nobody is proposing a subdivision. It already exists. The 60 one- acre lots of DL 1123 have existed since 1911, when the municipality sold the land for development, without Improve highway intersection Dear Editor: Numerous improvements have been made to the in- tersection of Highway No. 1 and Lonsdale in the past few years and only one remains, short of a full overpass treatment like at Highway No. 1 and Taylor Way. May I suggest a small change that could be done now at iittle cost: On Lonsdale southbound, where three lanes enter the highway, make the right- hand lane “right turn only”. At present numerous cars wanting to turn right from south on Lonsdale to west on the highway often cannot do so on red, even when there is no traffic on the highway, because one car is sitting at the head of the line in the right-hand lane, waiting to cross the highway and continue south on Lonsdale. I suggest that restricting the right lane to right turn only would not hamper through or left-turning traffic because they would still have two lanes available. From my frequent observations at this intersection I feel this would be adequate. I am not sure who would be responsible for con- sidering and implementing this change, so I am ad- dressing this memo both to the Highways Dept. and the District of North Vancouver. Allan B. The lot owners have just received their current assessment notices and, as one might well presume, they are being taxed for “residential” land. Contrary to the almost universal practice in B.C., however, the municipality tells them they must not build a residence on their taxed, existing houselots. Your article states that council and staff have ex- pressed anger over some of the methods used by me to attain justice on behalf of my clients. My submission to the GVRD was a_ standard position paper, common in planning practice, and not a building application. A copy was sent to the municipality's Council representative on the GVRD. It is also misleading to suggest any impropriety in the manner in which notification was given with respect to our waterctights application. Notification to affected parties was given by registered mail, in = ac- cordance with written in- sructions and procedures set A7 - Wednesday, January 13, 1982 - North Shore News forth by the Comptroller of Water Rights. The municipality received all relevant documentation from myself and fre Victoria. In accordance th usual practice, the 4p- plication was made on the theoretical assumption that all property owners in the three relevant District Lots might wish to participate in a supply system from the existing Marrs Creek dam reservoir. The theoretical figure was and is an ex- tremely remote contingency. Again, to imply major development on the basis of that figure is to indicate either a profound ignorance or to portray as_ sinister something which is routine. The North Shore News seems to have a. steady policy of pandering to the “‘drawbridge” mentality which says “I’ve built my house — now stop anybody building anything else."
