The decision to transfer 55 out of 323 residents to Glen- dale rather than a community resource was made to ensure the physical safety and well- being of these individuals. We support the Community Care Facilities Licencing Regulations with respect to handicapped persons, as these regulations were for- mulated in the best interests of those being placed in com- munity residences. The Com- munity Care Facilities Licen- cing Regulations, formerly the Welfare’ Institutions Facilities Licencing Regula- tions, formerly the Welfare Institutions Act, was eaaaed in response to many*com- plaints regarding~the treat- ment of,si@ndicapped and elderty citizens in community placements and we do not in- tend to return to the condi- tions of the past era. The only traumatic aspect of this transfer for the residents involved was the demonstration blocking the move. Those moved since that protest have settled in very nicely in their new en- vironment at Glendale. In ad- dition, nine staff members from Tranquille, well-known to the residents, moved to Glendale with them to ensure continuity of treatment and the personal comfort of the residemts. This facility offers first-class, expert care as well as having a staff committed to community placements when appropriate to a resi- dent’s stage of development. As far as planning and communication go it has been extensive. In particular 1 would be interested in con- tacting anyone with informa- uon on any of the former so- called ‘‘squatters’’ from the park. The names may in- clude: Gonsalves, Silvey, Cole, Cummings, Dunbar, Price, Smith, Baker, Dekostas; and _ possibly: Lewis, Jacob, John, and Baker-Jacob. Initially, research was carried out with other provinces and states to determine what worked and what did not work with similar projects. For example, it was deter- mined that there was a need for professional support ser- vices in communities where residents would be moving. My ministry is funding these professional support teams as well as solid residential and day program resources, socie- ty developers, training pro- grams and start-up costs. Many meetings have taken place in every region with parents, staff, care-givers and associations to ensure cooperation and sharing of expertise of all those involv- ed. Press releases have been issued from my office, both initial and update, to keep concerned families, associa- tions, and public informed on planning stages. Numerous contacts have been made with families or Wellbeing of patients safeguarded relatives to obtain input on their feelings concerning placement and in the majori- ty of cases, we have met their expectations. By the end of December 1984, 263 Tranquille residents will be living in small, community-based resources close to families and friends. The small proportion that will not be in this setting will have made new friends, and will be obtaining the continu- ing expert, safe care they re- quire. Families have asked us to care for these individuals and we are doing this in the best way we know how, in consultation with both pro- fessionals and relatives. I sincerely hope that my staff, in cooperation with families and other advocates, can continue to meet the needs of our handicapped citizens without our work being hampered by unfounded allegations.
