Deputy Engineer Harry McBride dismissed the com- plaints of Premier Street resident W.S. Elphinstone in a report received by District council Monday night. Elphinstone had com- plained that the street, site of the Premier Street land- fill, was in deplorable condi- tion, too noisy, too dusty, subject to stench from un- covered landfill garbage. and that the speed limit on the street was too fast at SO kilometres per hour But McBnde = said the street is in good condition As for the traffic noise, “Reacthon and sensitivity to noise is very subyective and vanes widely among. in dividuals exposed to the same sound levels.” McBride wrote “To my knowledge. Mr Elphinstone ts the only resident on Premier Street to register & wnitten complaint Mi Bride sdmaitted dust is a problem on the street especially with truc ks enter ing and leaving the landfill duntng hot weather But he contended that the District does its best to keep the street dust free, sometimes sweeping it as many as four times a day. Garbage isn't left exposed long enough for excessive odors, he said, and cited “the infrequency of com- plaints concerning odors received at the District of- fices”. The speed limit of 50 km per hour is not excessive and doesn't cause any undue hazard if observed. McBride argued.
