The GST has not gone exclu- 1 sively to pay off government debt because the rising costs of government services have put additional strain on al! }- sources of government rev- enues, including the GST. The deficit is the major prob- lem facing Canada today. Because an ever-increasing amount of our debt is held by foreigners, interest costs are going outside of Canada andj. not being spent on Canadians in Canada. Last year the net interest sent overseas totalled more than $25.5 billion. We are losing control of our sov- ercignty over interest rates, monetary policy and fiscal policy. : GST revenues — almost $15 billon each year — go directly into the Debt Servicing and Reduction Account. The deficit is the single biggest problem. facing Canada today. It has driven away private sector jobs and has produced intolerable levels of taxation. Reform is offering a practical zero-in- three plan to get contro! of government spending. It is | available in writing from any Reform party office. This is really a question for the Progressive Conservatives, but any GST money they did appiy to the debt has already been cancelied out by more borrowing.
