8 ~ Wednesday, February 14, 1990 - North Shore News Residents suggest coal dust dampening alternatives A RECENT report to North Van- couver City Council from a North Vancouver citizens’ action group outlined alternatives to using fresh water to dampen coal dust that it says Neptune Bulk Terminals should have considered. By CORINNE BJORGE The Cloverley Area Residents’ Association (CRA) quoted Nep- tune president John Willcox as saying Neptune had ‘‘travelled the globe’’ to improve the North Van- couver bulk loading terminal’s fa- cilities, and that ‘there is no other bulk terminal to my knowledge that will have such a recently up- dated and extensive system.” But CRA representative Andy Baak said research conducted on the residents’ own time had un- covered two systems that Neptune may be able to use. Baak said the group looked into alternatives after they discovered Neptune was using fresh water to spray its coal piles to reduce coal dust pollution. “This unlimited access to our water supply is mainly in the summer; by contrast, residents are restricted in their use of water dur- ing the summer months,’’ said Baak. The residents’ association pointed to a system used by the Roberts Bank operation in Ladner that reclaimed most of the fresh water it used through a water recycling system. “A GVRD waste manager of- ficer familiar with Neptune’s and the Roberts Bank operation states that in the early development of Roberts Bank, Ladner made it clear it could not supply fresh water because that would strain its system’s capacity. Only a small quantity of (fresh) make-up water is supplied,’’ Baak said. “I feel Neptune should have known about (reclaiming the water), and didn’t,’ said Baak. He added that Neptune could also consider using desalinated water from the harbor. “It is a longstanding practice for some steam vessels to desalinate water for (their) boilers through evaporators,”’ said Baak. CRA also stated that they were concerned about the environmental problems with ‘increased freighter traffic and attendant sewage and ballast discharge’’ that would be created by Neptune’s proposed potash shed expansion. Baak also expressed the group’s concerns that the height extension for the shed would apply to future facilities on the site that were not: currently included in the building plans. “The impact on view will be even more serious than previously thought,’’ said Baak. And while CRA said it wanted to continue to work with Neptune to resolve the current problems, it said Neptune should eventually move. “Ia the long term, it can be and must be economically beneficial to the community and environmental- ly friendly. That message has wide acceptance and currency in today’s world. In our opinion, Neptune does not qualify on this score, and its current location is an anachronism by today’s stand- ards,’’ the association said. Council voted to send the association’s report to the Van- couver Port Corporation and Nep- tune Terminals for comment.
