12 - Friday, December 5, 1986 - North Shore News says guidelines are ‘worthless’ THE CITY'S development guidelines are not worth the paper they are printed on, North Van- couver City Ald. Stella Jo Dean charged Monday night. “A guideline is only a guideline — it doesn't mean a thing,’ Dean said, as she proposed that developments’ parking — require- ments be enshrined in a bylaw. Council decided to consider changes that would require developers to provide one added parking space for each 18 feet of roadway taken up by a driveway. Driveways in new developments are “eating up’’ parking. said Dean, who noted new develop- ments’ driveways take space away from the on-street parking. “There is no on-street parking (with new developments)” she said. This way, Dean explained, the city is heading for widespread ‘residents only’ parking. But Ald. Dana Taytor noted that staff point out when a develop- ment fails to meet the guidelines and then let council decide to ae- cept or reject the plan. Taylor charged that to make the parking requirements law when they are already included in development guidelines is a rever- sal of an earlier decision. City planner Richard White told council that no one in the past has questioned the city’s parking guideline of one and a half spaces for each dwelling unit. “it has been successful to date,”” White said.
