For generations the caboose and the “rear crew" stationed in it have per- formed a number of vital jobs, but the most important functions concern safety —the safety of the train, its cargo, the people aboard, and of course, the safety of the people who. live in the communities the trains run . through. Some trains carry very dangerous materials. . Taday, however, safety on our railways is threatened as never before. If Canadscs national rail companies have their way, cabooses, and the safe- guards they provide could soon be eliminated from the rails. This has those who know trains best — the people who work on them everyday — very worried — about accidents. Safety Record Already Poor ccidents can and do oecur — at a rate of about 300 a year in Canada for derail- ment alone, and many of these involve hazardous cargo. In 1982, there were 170 train wrecks involving hazardous cargo: in 1983. there were 159. During the Mississauga, Ontario train disaster of 1979, 25 tanker cars were derailed and forced a mass evacuation because of the dangerous chemicals and propane, enough to annihilate a large city population, Railway safety in Canada is nothing to be com- placent about, . nvoking the sacred words, “New Technology.” Canada’s nation- al railway companies are seeking to cut costs hy replacing: # the caboose and rear crew with device called an “end of train oanie’ CEU The ETU performs only one of the many essential safety tasks required, The companies have no effec. tive repkicement for the rear crew and the many J duties they perform to ens Bo osuresafety, The Bottom Line he issue is not jobs... the issue is safety.
